CM LAUNCHES e-OFFICE FILE MANAGEMENT SYSTEM

Imphal, September 8, 2020 (DIPR): Chief Minister Shri N. Biren Singh launched the e-Office File Management System of the State Government having domain name https://eofficemanipur.nic.in in a function held in the Cabinet Hall of Chief Minister's Secretariat today. CAF and PD Minister Shri Karam Shyam, Forest and Environment Minister Shri Awangbow Newmai, Chief Secretary Dr. Rajesh Kumar and other high ranking officials of the State Government were also present at the occasion.

Speaking at the function, the Chief Minister said that the officials of the State Government are capable to handle complex tasks in tough situations under pressure. In the past three and half years, the Chief Minister said, he had experienced many instances wherein the officials of the State Government had handled many difficult situations with an ease. Shri N. Biren Singh said that he has full satisfaction with their capability and hard work, stating that the initiation of e-Office, which would bring transparency in governance, is the outcome of their hard work. He expressed hope that it would ensure timely release of official files and corruption-free governance. He however advised the officials to work with better coordination among them.

Shri N. Biren Singh said that the Government has also instituted CM’s Award for Good Governance to recognize and reward DCs, Secretariat officers, HoDs, Chief Engineers, etc. for the good works they perform. Stating that Prime Minister Shri Narendra Modi had recently announced ‘Mission Karmayogi’ with the objective to be responsive to citizens’ needs, the Chief Minister said that the new award would also help in this objective.

The e-Office application will ensure moving towards functioning of Government offices with less paper and ushering in more efficient, effective and transparent inter-government and intra-government transactions and processes.

The first e-file for the State was moved on 11th June 2020 at 10:43 PM. The e-Office will be introduced in a phase-wise manner in all Departments of the State Government as well as in all the 16 districts of the State. 48 Departments including major Departments such as Finance, Home, Health, Forest and Environment, GAD, DP, PWD, Water Resources, etc. have been on-boarded. So far, 509 users have been enrolled on e-Office and 590 e-daks and 385 e-files have been created and moved on e-office respectively. Chief Minister’s office and many Cabinet Minister's offices are already on-boarded.

Movements of physical files and daks will gradually cease to exist in Government offices. By the end of November, 2020, e-Office will be fully implemented and further envisaged that by the end of December 2020, Manipur Government will be on a Digital Platform and 100% paperless as it would cover all the Departments.

A gap analysis of IT Infrastructure for successful roll out of e-Office was done in consultation with all Departments. Based on the gap analysis, Digital Signature Certificates (DSC), Desktop, Scanner, Printers would be provided to Government employees. Additional funding would be sought to meet the requirement of fund.

Further, Laptop Policy is being drafted which will provide Laptop to all the Government officers guided by this policy. This will encourage the Government employees to work remotely during the travel and tour or work from home during possible pandemic like situation.
