BRIEF NOTE ON MAJOR DEVELOPMENT PROJECTS

The Irrigation & Flood Control Department, Manipur is committed for development of
i) Assured irrigation in the state by construction of Major & Medium Irrigation & Multipurpose projects and ii) Management of flood problems in the state with flood fighting/flood control schemes of restoration/improvement and protection works. Apart from irrigation and management of flood, the department is also creating potentials for water supply and hydrogenation from the Irrigation Projects.
A. IRRIGATION SECTOR:
Agriculture, being the primary occupation in the State, continues to be the backbone for development of economy of the state. The state has about 2,30,000 ha. of net cultivable area. At present, eight major and medium & multipurpose river valley projects have been taken up by the Irrigation & Flood Control Department. Five projects namely Loktak Lift Irrigation Project, Khoupum Dam project, Imphal Barrage project, Sekmai Barrage project and Singda Multipurpose Project have been completed and irrigation benefits have accrued to the State and three major & medium irrigation projects having large irrigation potential are ongoing. Unless these projects are completed, the desired level of irrigation facilities cannot be provided to achieve the desired level of agricultural growth. Hence, the priority is to complete these ongoing projects, which will not only avoid time and cost overrun but also help in dragging out of the economy from its present level.

The present status of the completed projects with 6150 Ha. of Irrigation Potential against the ultimate potential of 43642 Ha. is mainly due to lack of maintenance fund and the department has Proposed to take up Extension Renovation & Mordernisation (ERM) of these completed projects with Central Assistance under AIBP of MoWR. The Detailed Project Report for 4(four) completed medium projects viz, the Sekmai, Imphal, Loktak Lift Irrigation & Singda projects has been accepted in the 123rd meeting of the Advisory Committee of MoWR and the Planning Commission also accorded Investment Clearance with a total cost of Rs.87.18 crore for the restoration of the ultimate irrigation potential. Apart from the Irrigation Benefits, the Singda Multipurpose Project has been supplying 4.00 Million Gallons per day of raw water to the State PHED since its completion. However, these schemes could not be taken up due to paucity of fund to be shared by the state Government as per the modified Guidelines of AIBP (Oct., 2013).
II. ON-GOING MAJOR & MEDIUM IRRIGATION PROJECT:
a. Khuga Multipurpose Project:
The Khuga Multipurpose Project was sanctioned by the Planning Commission in July, 1980 for an estimated cost of Rs. 15.00 crore. The Project is an earmarked project and it has been included in Prime Minister Special Economic Package (Nov.,2004) and monitored by the center. The Headwork component has been completed and commissioned on 12th November, 2010 with a partial irrigation potential of 10,000 Ha. The latest revised cost of the project is Rs. 433.912 crore.

b. Dolaithabi Barrage Project:
Dolaithabi Barrage project was cleared for Rs.18.86 crore by the Planning Commission in June, 1992 vide No. 20(12)/89-I&CAD at 11.6.92. The project is an earmarked project and it has been included in the PM’s special economic package (Nov., 2004) and monitored by the centre. This project envisages to divert the flow of the Iril river to irrigate 5,500 ha. of CCA for a potential of 7,545 ha. in the Imphal East District of Manipur. The latest revised cost of the project is Rs.360.05.

c. Thoubal Multipurpose Project:
The Thoubal Multipurpose project was approved for Rs. 47.25 Crore by the Planning Commission vide No. II-2(145)/70 – I & CAD dated 1st May, 1980. The project is planned to harness the perennial water of Thoubal River for creation of irrigation facility, water supply facility and hydro-power generation. The project is an earmarked project and it has been included in the Prime Minister’s Special Economic Package (Nov., 2004) and monitored by the Centre. The latest revised cost of the project is Rs.1387.85 crore.

B. FLOOD CONTROL SECTOR:
With the dawn of BJP-Led-New government in power in the State of Manipur, Flood Sector under IFC, Department, Manipur has taken up concrete steps to tackle the problems of flood in the state in a comprehensive manner by employing pre-emptive and pro-active measures on a temporary yearly maintenance basis and long term measures with anti-erosion, protection and improvement of river bund with Central assistance under the funding of NEC, NLCPR and FMP (MoWR) respectively.
Accordingly, new proposals in the form of concept paper have already been submitted to the concerned authorities for obtaining necessary investment clearance from the competent authority and implement thereafter.
Present Initiatives and Achievements:
Firstly, in the present context, the department has initiated the scientific assessment of riverwise flood prone areas followed by vulnerability mapping in consultation with MARSAC, Manipur for providing reasonable protection against bank erosion, sliding and overflow/spillover leading to devastating floods. By doing so, the department has made a significant achievement in the management of flood.
Secondly, during the late March, 2017, Urban flooding experienced in Imphal City and its sub-urban areas due to failure of Storm-Water Drainage systems of Imphal City posing a big threat to the local people in various aspects. Realizing the serious concern of Urban flooding in Imphal City, the department took necessary measures on a war-footing like clearing of floating phumdies and vegetables to improve flow efficiency of the drain and scale up quality of the environment.
As such, the department made a significant achievements in protection of public properties and risk of epidemics etc. by taking up timely appropriate measures within a limited available fund.
Thirdly, a flash flood took place in the State of Manipur on 30th & 31st May, 2017 due to heavy rainfall on account of Cyclone “MORA”. As a result, Imphal river experienced heavy mass overflow/overtopping all along the upper reaches of Sekmaijing Bridge and breaches occurred at (i) Uchiwa Wangbal of Mayang Imphal A/C, (ii) Uchiwa Sabal Leikai of Wabagai A/C and (iii) Wabagai Thingel Leikai of Wabagai A/C respectively.
But, due to joint efforts of various sections of people voluntarily and effective preparedness like issue of timely adequate quantity of flood fighting materials by the department, heavy overflow/overtopping elsewhere along the Imphal river bund especially was under control and no major breached occurred.
Fourthly, second flash flood again occurred on 12th June, 2017 due to heavy downpour at Kangpokpi and other hill catchments as a result of heavy depression in the Bay-of-Bangal and hence floods of varying magnitude occurred in different parts of the state especially along the stretches of Imphal river bund from Koirengei Bridge to Ithai Barrage, entired Kongba river basin and Nambul river from Iroishemba to Cheirap Court, Uripok.
However, the department could provide reasonable protection to Government and Private properties from heavy damages to a large extent although breached occurred at Chabung Company, Mayang Imphal A/C and at Kairang Awang Leikai. It is a landmark achievement of our department, as a result of team work of representatives of various constituencies and co-operation rendered from different sections of people during the time of flood.
