Imphal, August5,2024(DIPR):On the Morning Session of the 4th day of the ongoing 6th Session of the 12th Manipur Legislative Assembly, Leader of the House & Chief Minister Shri N. Biren Singh said that under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), more than 6000 IDPs are given skill development training, out of which 91 of them have been employed outside the State.
The Chief Minister also mentioned that, there is an interaction program being conducted in relief camps onevery alternate dayto assess the shortcomings of the IDPs. Doctors and nurses are visiting the relief camps twice every week and any required medicines are provided at free of cost. To overcome the challenges faced by the IDPs regarding the availability of medicines, the government is also providing facilities throughPradhan Mantri BharatiyaJanaushadhiPariyojana (PMBJP).
Shri N. Biren Singh further stated that all the Deputy Commissioners have been already instructed to compensate Rs. 30,000 to the families of deceased IDPs for performing the ritual ceremonies. Those who have not yet received the said amount can claim from their concerned Deputy Commissioners, he added.
Shri N. Biren Singh,clarifying to a Calling Attention Motion moved by MLA Sugnu A/C Shri K. Ranjit Singh, regarding denial to bear the expenses of cremation of a deceased inmate of Relief camp by the District Administration, said thatthe financial aid was compensated with due process of the government. He supplemented that the request for financial aid was intimated to District Administration after the completion of cremation.
Replying to a question raised by MLA Sugnu A/C Shri K. Ranjit Singh, Chief Minister Shri N. Biren Singh informed the House thatthere are 59,564 internally displaced persons from both communities at present.
Further, Shri N. Biren Singh mentioned that the State Cabinet has approved to sanction Rs 1lakheach on instalment basis to the families whose houses have been burnt down due to the crisis. So far, the first instalment of Rs 25,000 each has been sanctioned to 2792 households through the respective Deputy Commissioners.
In response to a query raised by MLA Wangkhem A/C Shri K.Meghachandra Singh, Chief Minister Shri N. Biren Singh said that the construction work of the District Sports Complex,Senapati will be resumed after receiving the report of the investigating committee and the required fund. He further affirmed that there is no deterioration in the existing structure and that the occupants of the complex are local club members who are also safeguarding the site and can be vacated anytime as per the requirement of the government.
Replying to a query raised by MLA Wangkhem A/C Shri K.Meghachandra Singh on the scarcity of LPG cylinders,CAF & PD Minister Shri L. Sushindro said that the recent scarcity of LPG cylinders in the State is not artificially created. He further clarified that the recent scarcity is due to the prevailing law and order situation in the state, highway convoy, and imposed strike. A team has been deployed to book black marketers of LPG cylinders, he stated.
Replying to a question raised by MLAKhundrakpam A/C Shri Th. Lokeshwar Singh, Agriculture Minister Shri Thongam Biswajit stated that there is sufficient stock of urea fertilizer in the state. He appealed to the farmers to approach the concerned department for any requirement.
Replying to a query raised by MLA Sugnu A/C Shri K. Ranjit Singh, Agriculture Minister Shri Th. Biswajit said that as per the survey record, there is no evidence of the loss of cultivable land in the state. As per the 11th Agriculture Census 2021-22 Provisional Report, there are 1,14,349 hectares of cultivable land in the hills and 65,845hectares of cultivable land in the valley, he stated.
In response to a query raised by MLA Khundrakpam A/C Shri Th. Lokeshwar Singh,Health Minister Shri Sapam Ranjan affirmed that the Manipur State Drugs Testing Laboratory under the Health Department will be recruiting 4 posts of Government Analyst as per Rule no.44 of the Drugs and Cosmetics Rules 1945. As of now, there is no post for Manipur State Drug Controller. At present, 8 assigned drug inspectors are performing their duties in different districts.
HOUSE PASSES SEVEN DEMANDS FOR GRANTS AMOUNTING TO RS. 32,699,604,000
Imphal, August 5, 2024 (DIPR): On the fourth dayof the 6th Session(Evening)of the ongoing 12thManipur State Legislative Assembly, the House today unanimously passed seven Demands for Grants amounting to Rs.32,699,604,000. The Demands are i) Demand No. 8: Public Work Department: a sum of Rs. 1974,72,48,000, ii) Demand No. 9–Information and Publicity: a sum of Rs. 19,50,21,000 iii) Demand No. 16 – Co-operation: a sum of Rs. 44,74,97,000, iv) Demand No.35 - Printing: a sum of Rs. 7,05,50,000, v) Demand No. 37 - Fisheries: a sum of Rs. 89,95,38,000 vi) Demand No. 44–Social Welfare Department: a sum of Rs. 1109,29,57,000, vii) Demand No. 6 – Transport: a sum of Rs. 24,67,93,000.
During the discussion on Demands for Grants, Transport Minister Shri Khashim Vashumelucidated the Law and Order, and Road Safety measures of the state. He mentioned that the road accident rate has reduced to a certain extent. With the support of the Central Forces, CSOs, PWD etc., the movement along the National Highways is protected.He added that highway Patrol Police is discharging their duties regularly. As far as the renaming of airport is concerned, he informed that no suchproposal has been initiated.
Leader of the House and Chief Minister Shri N. Biren Singh, put out the allocation of road distances allocated to NHIDCL, BRO and PWD in which NHIDCL holds a total distance of 147.95 km, BRO holds 5 km and PWD is responsible for construction of 310.64 km. He highlighted that, four bridges along Imphal-Jiri road have been constructed. To attract tourists in the state, the Chief Minister said that several highways connecting major tourists spot are on the verge of completion.
He further mentioned that while constructing major roads, land compensation disputes have been the major barrier that hampers the smooth completion of the project.He assures that construction of highway connecting Wabagai Lamkhai to Sugnu will be initiated within the current financial year. The construction of Tamenglong-Mohul Road stretching 96 km is about to be completed. A sum of Rs. 1300 crore has been sanctioned for the construction of highway connecting Tupul, Kasom Khullen and Mao. To facilitate tourist movement, a national highway connecting Imphal-Moreh is about to be completed. Construction of Pallel-Chandel Road stretching 18 km has been completed, he added.
Referring to the cut-motion raised by Shri K. Meghachandra, MLA Wangkhem A/C, IPR Minister Dr. Sapam Ranjan Singh informed that the Government has initiated several welfare schemes for the working journalists of the state. He mentioned thatPress IdentityCards,Curfew passes on sensitive times etc. have been issued by DIPR for safe access and free mobility of the media persons.
Later, Leader of the House and Chief Minister (in-charge of Finance) Shri N Biren Singh, moved “The Manipur Contingency Fund Bill, 2024 (Bill no. 9 of 2024)” and “The Manipur Scheduled cate and Other Backward Classes (Regulation of Issuance and Verification of caste Certificates) Bill, 2024 (Bill No. 15 of 2024)” in the House. Both the Bills were unanimously passed by the House.
“The Dhanamanjuri University (Second Amendment) Bill, 2024 (Bill No. 13 of 2024)” and “The Manipur Private School (Registration and Regulation) (Amendment) Bill, 2024 (Bill No. 14 of 2024)” introduced by Shri Th Basanta Kumar Singh, Minister (in-charge of Education) were also unanimously passed by the House.
