Imphal February 27, 2023 (DIPR): During the question houron the sixth Day of the 3rd Session of the 12thManipur Legislative Assembly held today, Works Minister, Shri K. Govindas Singh, while replying to the starred questionraised by MLA, Shri JanghemlungPanmei said that there is a plan of the State Government to upgrade the Historic TongjeiMaril (Old Cachar Road) to the status of National Highway. He further informed the house that the said road is among the seven (7) roads whose upgradation to NH status has been approved in principle.
On another starred question asked by MLA, Shri Janghemlung, Works Minister laid the current status of the Asian Development Bank funded Imphal-Kangchup-Tamenglong Road to the house. The said project is under progress with physical progress of 78% and financial progress of 72.60% as on 31st January, 2023; the loan closing date of the project is scheduled on 30.06.2023, he asserted.
The PHED, Minister, Shri LeishangthemSusindro while replying to the starred questions by MLA, Shri Ranjit Singh on the water requirement in Imphal area, informed the house that 133.52 MLD of waters are required by the inhabitants of Imphal areas daily and 85 MLD of water are sourced from Chingkhei hill through Maphou Dam. He continued that under the Jal Jeevan Mission, 75 percent households in the state received tap water following the JJM guidelines. Shri L. Susindro expressed that Village Water Sanitation Committee plays a major role in successfully implementing water supply scheme in the state.
On the Calling Attention put up by MLA, Shri ThangjamArunkumar on the reported probable indefinite bandh on Imphal-Ukhrul road by the women street vendors of KhumanLampak area, Minister for MAHUD, Shri YumnamKhemchand Singh said that all stakeholders will be consulted for identifying alternate site for setting up permanent market sheds after the completion of this session.
On the Morning session, Leader of the House, Shri NongthombamBiren Singh moved discussion and voting on Demands for Grants, 2023-2024 for Demand No. 11 – Medical, Health & Family Welfare Services, Demand No. 12 - Municipal, Administration, Housing and Urban Development, Demand No. 15 – Consumer Affairs, Food and Public Distribution, Demand No. 17 – Agriculture, Demand No. 18 – Animal Husbandry and Veterinary including Dairy Farming, Demand No. 20 – Community and Rural Development and Demand No. 30 – Planning for consideration.
Until the filing of this PR, Motion for disapproval of policy cuts were raised by MLA, Shri K. Ranjit Singh on the following Demands - Demand No. 11, 15, 18 and 20; gave observations for Demands No. 12 and 17.
HOUSE PASSES 7 DEMANDS OF GRANTS AMOUNTING TO RUPEES 9951,84,61,000
Imphal February 27, 2023 (DIPR): On the 6th day of the ongoing 12 Manipur Legislative Assembly Session, the House unanimously passed seven demands for grants amounting to Rupees9951,84,61,000.
The Demands for Grants passed by the House today are Demand No. 11 – Medical, Health & Family Welfare Services, Demand No. 12 - Municipal, Administration, Housing and Urban Development, Demand No. 15 – Consumer Affairs, Food and Public Distribution, Demand No. 17 – Agriculture, Demand No. 18 – Animal Husbandry and Veterinary including Dairy Farming, Demand No. 20 – Community and Rural Development and Demand No. 30 – Planning.
A sum ofRs. 1919,67,30,000 for Demand No. 11 – Medical, Health & Family Welfare Services, Rs. 1038,09,10,000 for Demand No. 12 - Municipal, Administration, Housing and Urban Development, Rs. 171,69,98,000 for Demand No. 15 – Consumer Affairs, Food and Public Distribution, Rs. 391,60,47,000 for Demand No. 17 – Agriculture, Rs. 194,25,36,000 for Demand No. 18 – Animal Husbandry and Veterinary including Dairy Farming, Rs 4754,58,12,000 for Demand No. 20 – Community and Rural Development and Rs. 1481,94,28,000 for Demand No. 30 – Planning have been granted and passed in the House for the financial year ending 31st March, 2024.
During the discussion on demands for grants, MLAs Shri K. Ranjit Singh and Shri Th. Lokeshwar Singh moved cut motions which were later withdrawn and passed in the House. MLAs Shri K. Meghachandra also joined in the demand discussion and expressed his observation on the demands.
Replying to a Policy Cut Motion, Health Minister Shri Dr. Sapam Ranjan Singh informed the House that a common Biomedical Treatment Facility Centre at ShijaHospital under thelicense provided by the Manipur Pollution Control Board caters to biomedical waste management for about 57 health centres of the State including district hospitals, CHC, private clinics among others.Another plant is located at Lamdeng,which has a processing capacity of 100 kgs of biomedical wastes per hour.As per the Biomedical Waste Rules, no other plants can be set up within a radius of 75 kms of an existing bio-waste facility. RIMS and JNIMS have inhouse incinerators to manage their respective biomedical wastes. Deep burial pits have been ensured for remote and far-flung areas to manage their bio medical waste,he also informed the House.
Responding to another cut motion, Dr. Ranjan informed the House that the government has been following adequate safety norms on food safety in tune with the increasing materialization. Random Sampling has been undertaken on fish imported from outside the State to detect Formalin. Fortunately, all the inspections conducted so far fall below 4ppm, which is the acceptable limit fixed by FSSAI. A multi-dimensional approach on food safety has become very important, he stated. He also stated that pending COVID bills will be cleared by this financial year. The Health Minister further made an earnest appeal to the doctors on strike to resume their noble works in providing essential services to the people.
